Challenge

LNG operators face a complex and fragmented regulatory landscape governing LDAR activities, spanning federal and state regulations, industry standards, and voluntary initiatives. This complexity can lead to inconsistencies, overlaps, and inefficiencies in implementation.

The client needed support to:

  • Review and interpret regulatory and industry LDAR requirements for LNG facilities
  • Identify gaps and redundancies in requirements
  • Gather industry insights to validate findings and identify best practices
  • Develop recommendations to improve LDAR program effectiveness

Solution

SLR was selected for its deep technical expertise in air quality, emissions management, and regulatory analysis, as well as its experience working with LNG operators and industry stakeholders.

SLR’s contributions included:

  • Providing subject matter expertise on LDAR regulations, emissions management, and operational practices
  • Conducting detailed research and review of federal and state regulations, industry standards, and voluntary initiatives
  • Supporting the design and execution of stakeholder engagement, including a survey distributed to 9 operators
  • Analyzing survey responses and synthesizing qualitative and quantitative insights
  • Identifying key gaps, overlaps, and opportunities across the regulatory landscape
  • Co-developing the Regulations Matrix to address key research questions across major regulatory frameworks
  • Supporting the development of the final report, including the gap analysis and recommendations

SLR worked collaboratively with GTI Energy and the project expert advisory committee throughout, ensuring that findings were technically robust, practical, and aligned with real-world operational needs. This collaborative approach helped translate complex regulatory information into clear, actionable guidance.

Impact

The project provided a comprehensive assessment of the LDAR regulatory landscape for US LNG facilities, combining regulatory analysis, operator input, and expert insight.
